The following testimony outlines the ACLU-SDIC's support for drafting the Civil Liberties Enforcement and Accountability Rules (CLEAR) Ordinance. This testimony was delivered before the San Diego County Board of Supervisors by ACLU-SDIC Staff Attorney Brisa Velazquez October 21, 2025.

My name is Brisa Velazquez, and I am an attorney at the ACLU of San Diego & Imperial Counties. 

We support the county drafting the Civil Liberties Enforcement and Accountability Rules (CLEAR) Ordinance, which aims to increase local protections to San Diego County residents. This ordinance sends a clear message to all San Diegans: you deserve to feel safe in your county. 

This ordinance furthers the county’s effort to ensure that county facilities are open to all people, so they can feel safe, welcome, and free of oppression. We support the components proposed for the drafting of this ordinance including requiring a judicial warrant for immigration officials to access county property and posting signage with information about people’s rights, as well as ensuring contractors are held to the same standards. 

Nationwide, we are witnessing increased targeting of immigrant communities and people of color, traumatizing our communities. 

The county of San Diego has a responsibility in ensuring the civil rights and liberties of ALL its residents. This proposed ordinance takes a critical approach to increase local protections for San Diego families.
